International Master Plan Competition for the National Symbolic District in Sejong Administrative City

This is a general design competition open to domestic and international professionals.

Eligibility

Participation Qualifications

Professionals in the fields of architecture, urban planning, landscape architecture, etc., from both Korea and abroad may participate without restriction. Individual applications are allowed only if all of the following qualifications are met as of the registration date; otherwise, applicants must form a consortium including a qualified entity.

① Must be registered under the Construction Technology Promotion Act and reported as an engineering firm in the field of urban planning pursuant to the Engineering Industry Promotion Act, or must have established a technical office in the urban planning field pursuant to the Professional Engineers Act

② Must be registered as an architectural firm pursuant to Article 23 of the Certified Architects Act of Korea

Joint Application

a) The consortium shall consist of up to four entities, with one designated as the representative.

b) Each participating entity must hold at least 10% equity (see [Form-7]).

Competition Representative

a) The representative must satisfy Participation Qualifications (a).

b) The representative must hold the largest equity share among consortium members.

c) All legal obligations, rights, and responsibilities arising from the competition shall be attributed to the representative.

Evaluation Procedure

Technical Review

Before the main evaluation, a Technical Review Committee conducts a review for all submissions. The committee consists of seven experts across urban planning, architecture, and landscape architecture. It performs the review based on the distributed Technical Review Checklist (see [Resources-11]). The review verifies compliance with the competition rules and guidelines and relevant laws, and prepares discipline-specific comments. For any violations, the committee receives clarifications from the participant, makes a final determination, and submits a report to the Jury Committee.

Jury Committee

  • ① The Jury Committee consists of up to seven jurors and two alternate jurors.
  • ② Alternate jurors do not participate in the evaluation, but in the event of a vacancy or recusal, they assume the role of juror. Any changes to jurors will be promptly announced on the website.
  • ③ The list of jurors will be published on the competition website on the submission deadline date.
  • ④ The Jury Committee convenes with a quorum of a majority of the full number of jurors and elects a chair by mutual vote. If fewer than a majority are present, the session is canceled and the rescheduled date is announced on the website within two days.
  • ⑤ The Chair determines detailed evaluation procedures and the method of selecting winners, in accordance with the competition regulations and after consolidating jurors’ opinions.

Evaluation Method

The evaluation shall, in principle, be conducted through a combined method consisting of the First Jury Review (scoring system) and the Final Jury Review (voting system). Prior to the First Jury Review, the Jury Committee shall finalize and confirm the evaluation method before proceeding.

Public Voting

To select entries that the public can relate to and take pride in, the preferred proposals will be chosen through public voting and reflected in the evaluation. Any adult of Korean nationality who completes identity verification may participate.

Selection of Winners

Selection of Winners

One winning entry and up to four honorable mentions will be selected. Prize amounts include taxes and fees, with taxes governed by the laws of the Republic of Korea. In the case of joint applications, the prize will be paid to the representative of the consortium. If a disqualification under [Competition Regulations 4.4] occurs, the selection may be cancelled; a winner whose award is cancelled must return any prize paid within seven days. In such cases, the corresponding rank remains vacant and is not succeeded by the next-ranked entry.

Honorable Mentions (up to 4, determined by the Jury)

The number of honorable mentions is determined by the Jury and shall be up to four. Prize amounts by the number of honorable mentions are as follows.

Selection Flexibility

If the jury determines that no entry is suitable as a winner or honorable mention in accordance with the purpose and scope of the competition, the jury may choose not to award a winner or may adjust the number of honorable mentions.
